Specification Update Bulletin No. 90 First Edition September 2011 CPA Select Response for Blocked Applications This Specification Bulletin describes a change to the EMV Common Payment Application (CPA) Specification for Payment Systems. This change clarifies that the application must return the FCI even when the CPA application is blocked. Testing against the requirements of this bulletin will be available from 1 November 2011. The requirements of this bulletin will be mandatory for all CPA cards submitted for testing commencing on or after 1 November 2012.

Description

This Specification Bulletin describes changes to the EMV Integrated Circuit Card Specifications for Payment Systems Common Payment Application Specification. This change clarifies that the application must return the FCI in the response to the SELECT command even when the application is blocked. Specification Change Please make the following change to EMV Common Payment Application Version 1.0. In section 7.3.2, replace the sentence: “If the application is blocked, the card will discontinue processing the SELECT command and responds with SW1 SW2 = '6283' (Selected file invalidated).” with the following: “If the application is blocked, the card shall return the FCI in the SELECT response and will respond with SW1 SW2 = '6283' (Selected file invalidated).

NOTE: If the application is blocked, the application needs to send the FCI in the SELECT response to enable special devices to continue processing the transaction so that an Application Unblock issuer script command could be sent to unblock the application.”
