Specification Update No. 71 Second Edition November 2009 Change the status of the ‘Presence’ of the Application Label data element in the FCI of an ADF to mandatory The ‘Presence’ status of the Application Label data element in FCI Proprietary Template of an ADF is changed from ‘optional’ to ‘mandatory’. If Application Label is not present, the terminal shall ignore it and continue processing the transaction.

Effective Date

This bulletin is effective from November 2009, at which time any affected or new type approval testing will also come into effect.

Description

This Specification Update Bulletin describes changes to the EMV Integrated Circuit Card Specifications for Payment Systems Version 4.1 Book 1 Section 11.3 4, Data Field Returned in the Response Message, Book 1 section 12.2.5 - ‘Error Handling for FCI Response Data’, and Book 4 Section - 11.3 ‘Application Selection’. There is a logical contradiction in the format of the FCI Proprietary Template (‘A5’) in the FCI of an ADF. In particular, the presence of the FCI Proprietary Template in an ADF is mandatory, while Application Label (‘50’) and all the other data elements are optional. If all the optional data elements are missing from the FCI of an ADF, then the length of the FCI Proprietary Template (‘A5’) would be equal to zero. This could be interpreted by the terminal as mandatory data missing, which could lead to termination of the transaction. To correct this inconsistency, the ‘presence’ status of the Application Label data element is changed from optional to mandatory in the FCI of an ADF. To avoid rejection of cards which do not contain Application Label, the terminal shall continue processing the transaction if the Application Label data element is missing.   • Change the ‘Presence’ indicator for Application Label from ‘O’ (optional) to ‘M’ (mandatory) in Table 45.
  • Delete the ‘Note’ under Table 45. In Book 1, section 12.2.5, Error Handling for FCI Response Data
  • Insert the following new paragraph after the existing first paragraph: ‘If the Application Label data element is not present in the FCI of an ADF, the terminal shall not terminate the card session but shall proceed with application selection.’ In Book 4, section 11.3 Application Selection:
  • Delete ‘if present,’ from the third paragraph, second bullet.
