Purpose

This application note clarifies the terminal behaviour when processing Application Usage Control goods and services checks during the Processing Restrictions function.

• When the Transaction Type indicates a purchase (for goods/services) and the Issuer Country Code matches the Terminal Country Code, the transaction should be allowed when either the 'Valid for domestic services' bit or the 'Valid for domestic goods' bit is set to '1' in Application Usage Control.'
• When the Transaction Type indicates a purchase (for goods/services) and the Issuer Country Code does not match the Terminal Country Code, the transaction should be allowed when either the 'Valid for international services' bit or the 'Valid for international goods' bit is set to '1' in Application Usage Control.' Specification Change notice In the next release of the EMV Specifications the following change will be made to the EMV Integrated Circuit Card Specification for Payment Systems Book 3 Application Specification Version 4.1 section 10.4.2 Table 32. The middle two rows of table 32 will be merged into one row as follows: Transaction Type indicates purchase (of goods/services) matches Terminal Country Code does not match Terminal Country Code ‘Valid for domestic goods ‘and/or ‘Valid for domestic services’ ‘Valid for international goods’ and/or ‘Valid for international services’
