None Terminal behaviour for certain errors occurring during application selection is not fully described. This specification update clarifies the behaviour for errors with non-critical card data elements, errors during PSE processing, and errors during Final Selection. 1. Non-Critical Data Element Errors In the response to a SELECT command as specified in Book 1 section 7.3 or in an Application Template in a PSE Directory Record as defined in Book 1 section 8.2.3, four data elements may be present which are used during application selection, but which are not critical to the selection process or to the correct processing of the subsequent (financial) transaction. These data elements are Application Label, Application Preferred Name, Issuer Code Table Index and Language Preference. 1.1 Card Requirements It is the issuer's responsibility to ensure that, if present in cards, these data elements shall be encoded according to Book 1 Annex B to ensure acceptance in existing terminals.

1.2 Terminal Requirements In order to avoid potential interoperability issues when encountering formatting and other errors in these non-critical data elements, terminals shall not terminate the card session or disregard the application, and shall handle these errors as described below.

1.2.1 Format Errors Application Preferred Name, Issuer Code Table Index, Language Preference, and Application Label are present for the convenience of the cardholder and are not critical to the successful processing of application selection. Terminals shall not enforce the correct formatting of these data elements. If the terminal detects format errors in these data elements, it shall not terminate the card session. For example, if the Application Label contains an '&' (which does not satisfy the alphanumeric format requirement for Application Label), the terminal shall either omit the '&', display the '&' if it is able to, or display a space or any other character in place of the '&'.

1.2.2 Inconsistent Data EMV '96 Integrated Circuit Card Specification for Payment Systems Version 3.1.1 Part III Section 2.2 and EMV 2000 Integrated Circuit Card Specifications for Payment Systems Version 4.0 Book 1, Section 8.2.2 say "The Language Preference and Issuer Code Table Index are optional data objects that may occur in two places: the FCI of the PSE and the FCI of ADF files. If these data objects exist, they shall exist in both places, and shall have the identical values in all occurrences. The terminal may use the values from either location." This paragraph is intended to be a card requirement, and the terminal shall not attempt to enforce this requirement.

1.2.3 Data Value Out of Range The Language Preference and Issuer Code Table Index data elements may in error contain values that are undefined in the relevant ISO standards. If the terminal encounters such an error, it shall continue as though the data element were not present.

Please make the following changes to Book 1 section 6. Delete the last sentence of the third paragraph that begins 'However…'. Please make the following change to Book 1 section 8.2.2. Replace the final sentence of the second paragraph with 'If either of these data elements is present in one location but not the other, the terminal shall use the data element that is present. If either data element is present in both locations but has different values in the two locations, the terminal may use either value.' The existing footnote specifying the card requirement remains valid and is not deleted. Please add a new section after Book 1 Section 8.2.4. This section shall be titled ‘8.2.5 Error handling for FCI response data' and shall contain the following text: 'The data elements Application Label, Application Preferred Name, Issuer Code Table Index and Language Preference are present for the convenience of the cardholder and are not critical to the successful processing of application selection. If these data elements are present in the FCI, the issuer is responsible for their correct encoding. Terminals shall not enforce the correct formatting of these data elements. If Application Preferred Name or Application Label contains a character that is not valid for the defined format, the terminal shall display the character if it is able to, or if the terminal is unable to display the invalid character, it should omit the character or substitute it by a space character or any other appropriate character. Otherwise, if the terminal detects format errors in any of these data elements, the terminal shall disregard these errors and act as if the response provided by the card did not contain these data elements. More specifically, the terminal shall not terminate the card session but shall proceed with application selection. If the terminal does not understand the value in Issuer Code Table Index or Language Preference, it shall treat the data element as not present.' 2. PSE Error Handling In order to ensure that the List of AIDs method of application selection is used when errors occur during application selection using the Payment System Directories method, the following requirement is being added to the current EMV specifications.

Add a new last paragraph to read: If any error, including a SW1 SW2 different from '90 00’ or ‘6A 83’, occurs in steps 2-5, the terminal shall clear the candidate list and restart the application selection process using the List of AIDs method described in section 8.3.3 to find the matching applications. 3. Final Selection Error Handling In order to ensure that the terminal allows selection of other mutually supported applications when errors (for example, formatting or non-critical data errors as described above) occur during the final selection of an application, the following requirement is being added to the current EMV specifications. This additional requirement is necessary in case the candidate list is built using the PSE selection method, and then errors are encountered during ADF selection in the final selection phase.

3.1 Specification Change Please make the following change to Book 1 Section 8.3.4, next to last paragraph: In the third sentence of the paragraph, add 'or the SELECT response contains format errors' after 'returns other than '9000' in SW1 SW2'. The new sentence shall read: ' If the command returns other than '9000' in SW1 SW2, or the SELECT response contains format errors other than those described in section 8.2.5, the application shall be removed from the candidate list, and processing shall resume at step 1.'
