Application Note 15 This Application Note clarifies which data is permitted in the Directory Discretionary Data template (‘73’) contained in a PSE Directory Entry. Data elements that are allowed in template ‘73’ are:

  • EMV-defined data elements specifically allocated to template '73' (see Book 1 Annex B and Book 3 Annex A), and
  • Proprietary data elements with a tag defined according to Book 3, Annex B, section B1.1. If the terminal does not support any Issuer specific processing, data elements present in template ‘73’ may be ignored. If the terminal encounters data elements in template '73' that are not understood or recognised, they shall be ignored. No additional data elements shall be present in the PSE Directory Record (tag ‘70’), other than those contained in template ‘73’. If such data elements are present they shall be ignored by the terminal. Specification Clarification Change Notice: For clarification in any future versions of the specifications, it is intended to make the following changes to EMV '96 Integrated Circuit Card Specification for Payment Systems Version 3.1.1 section 2.3 and EMV 2000 Integrated Circuit Card Specifications for Payment Systems Version 4.0 Book 1 Section 8.2.3 Coding of a Payment System Directory. The paragraph immediately before Table III-2 in EMV '96 and Table 42 in EMV 2000 will be deleted and replaced by: ‘No additional data elements shall be present in the PSE Directory Record template (tag ‘70’) other than those contained in template ‘73’. Data elements present in the PSE Directory Record, template '61', or template '73' that are not expected or understood by the terminal because the terminal does not support any issuer specific processing, shall be ignored.' Below the entries for Directory Discretionary Template in Tables III-2 and III-3 of EMV 96 V3.1.1 and in Tables 42 and 43 of EMV 2000 V4.0, the words ‘(Tag according to Book 3)’ will changed to ‘(Tag constructed according to Book 3, Annex B)’. In the next column of the same tables, "1 or more additional (Private) Data elements from application provider, issuer, or IC Card Supplier" will be changed to "1 or more additional proprietary data elements from application provider, issuer, or IC card supplier, or EMV-defined tags that are specifically allocated to '73'.
