None In order to manage the situation where the value in the Last Online ATC Register is greater than or equal to the Application Transaction Counter, the following modification is being made to the EMV specifications. Specification Changes Please make the following change to EMV 2000 Integrated Circuit Card Specifications for Payment Systems Version 4.0 Book 3 Section 6.6.3 Velocity Checking second paragraph: After "If either of the required data objects are not returned by the ICC in response to the GET DATA command", add "or if the value of the ATC is less than or equal to the value in the Last Online ATC Register". The sentence should now read:

"If either of the required data objects are not returned by the ICC in response to the GET DATA command, or if the value of the ATC is less than or equal to the value in the Last Online ATC Register, the terminal shall:" In the same paragraph change the second bullet to "Not set the 'New card' indicator in the TVR unless the Last Online ATC Register is returned and equals zero."
