EMV® Specification Bulletin No. 270 First Edition May 2022 Addition of Merchant Country of Origin data This Specification Bulletin proposes the addition of a new data, Merchant Country of Origin. This Specification Bulletin describes proposed changes to the EMV QR Code Specification for Payment Systems, Merchant-Presented Mode.

Description
It has been noted that in some merchant environments, the merchant's physical geographical location, as indicated through Country Code (ID "58"), may not be the same as the merchant's country of origin from a legal perspective. It is proposed that a new "Merchant Country of Origin" data object is added to [MPM] to differentiate from Country Code (ID "58"). Proposed Changes Add the following row to Table 3.6: Data Objects Under the Root of a QR Code, immediately after Merchant Information—Language Template (ID "64"): Merchant Country "65" ans "02" O of Origin Indicates what country or other geographic jurisdiction the merchant is from (this is payment system specific). In the same Table 3.6, modify the definition of RFU for EMVCo as follows:

Add the following new section and requirement:
4.7.17 Merchant Country of Origin (ID "65") 4.7.17.1 The Merchant Country of Origin shall contain a value as defined by [ISO 3166-1 alpha 2]. The Merchant Country of Origin should indicate where the merchant is from as determined under applicable jurisdictions. Modify section 4.10 as follows:
4.10 Data Objects—RFU for EMVCo (IDs "656" to "79") Data objects in this range are reserved for future use for EMVCo. Add the following row Table A.1: QR Code Data Objects immediately after Merchant City—Alternate Language: Merchant Country of Origin F: ans ID: "65" L: "02" Root Indicates what country or other geographic jurisdiction the merchant is from Please refer to 4.7.17 (this is payment system specific).
