SB nº 173: PICC Power-on set-up (Spec Change)
Specification Bulletin No. 173 First Edition December 2015 PICC Power-on set-up This Specification Bulletin changes the power level in the set-up for the measurement of the PICC power-on requirement.
Applicability
This Specification Bulletin applies to:
- EMV Contactless Specifications for Payment Systems, Book D – EMV Contactless Communication Protocol Specification, Version 2.5 – March 2015.

Description
The measurement for the PICC Power-on requirement in Table 3.9 is performed at nominal power of the EMV – TEST PCD. It is however at minimal power that the PICC power-on requirement should be measured. From a specification point of view the PICC requirement is applicable for any power level in the range defined by VS,OV.

Proposed Specification Change Change Step 1 in Table 3.9 as follows: Table 3.9: Measurement of PICC Power-on Step # Step 1 Action Set up the EMV – TEST PCD for nominal a power level VS,OV as specified in Annex B.2A.3. Step 2 Place the PICC in the Operating Volume of the EMV – TEST PCD and verify that the PICC goes from POWER-OFF state to IDLE state (refer to Chapter 7 and Chapter 8) no later than tP.
