EMVCo Token Service Provider Code Registration Process Page 1 /3 EMVCo Token Service Provider Code Registration Process Introduction A Token Service Provider Code (“TSP Code”) is a 3-digit code assigned to Token Service Provider (“TSP”) and maintained by EMVCo. Please refer to the current “EMV® Payment Tokenisation Specification – Technical Framework” (“Tokenisation Specification”) for further details and definitions. Submission Process Any company or organisation which:
• is applying for a TSP Code is known as a “TSP Code Applicant”.
• has already been issued with a TSP Code is known as a “Registrant”. This form must be completed in full and submitted via EMVCo’s online DocuSign process. If the TSP Code Applicant already has a TSP Code which is listed on the EMVCo website and is seeking an additional TSP Code for the same legal entity, please contact EMVCo at IDRegistration@emvco.com for further guidance and DO NOT fill out this form. If there are any questions regarding this form or submission process, please contact EMVCo at IDRegistration@emvco.com. Prerequisites A TSP Code Applicant is a company, representative organisation (national or regional), or a significant division of a parent company, which must:
• be engaged in, or demonstrating intent to be engaged in, a Token Programme or EMV Payment Tokenisation services relating to the role of a TSP as described in the Tokenisation Specification.
• have a financial or contractual obligation related to the support of EMV Payment Tokenisation as described in the Tokenisation Specification and has a service planned for commercial availability that is awaiting a TSP Code to make the service available to provide EMV Payment Tokens to registered Token Requestors (“TSP Service”). EMVCo Token Service Provider Code Registration Process Page 2 /3 Publication The TSP Codes will be maintained by EMVCo and published on its website – www.emvco.com. For details of what information will be publicly available, please see the EMVCo website. A separate Letter of Registration will be sent to the Registrant. Fee Structure Registration Fees are charged by EMVCo to cover the administrative expense incurred by EMVCo in managing the TSP Code registration process. This process includes, but is not limited to:
• Review of registration and TSP Code Applicant submission
• Publication of the TSP Code list
• Maintenance of the TSP Code list
• Management of the TSP Code registration process and enquiries
• Updates to the TSP Code registration process The following initial registration fee shall be paid to EMVCo by the TSP Code Applicant:
• $11,500 (Eleven Thousand Five Hundred USD) for approving the initial application, issuing the TSP Code and for the first year of registration. The fee is non-refundable except in limited circumstances The following annual renewal fee shall be paid to EMVCo by the Registrant:
• $2,850 (Two Thousand Eight Hundred Fifty USD) for renewal of the assigned TSP Code; effective one year from the date of registration in the Token Service Provider Code Letter of Registration and then on the same date each calendar year In accordance with the terms of the Token Service Provider Code Registration Agreement, failure to pay the renewal fee will result in the termination of the agreement and, as a consequence, delisting the assigned TSP Code. Should a delisted Registrant subsequently ask for the TSP Code to be reinstated then the request will be treated as a new application. Note: The TSP Code Applicant / Registrant is responsible for any bank charges associated with remittance. The TSP Code Applicant / Registrant must work with its bank to ensure that EMVCo receives the full amount of the fee. Contact Information It is important for a Registrant to keep the contact information up to date in order to receive communications from EMVCo, including the renewal reminders. Failure to maintain contact information with EMVCo could result in unintentional termination of the agreement and require a new application to be processed. EMVCo Token Service Provider Code Registration Process Page 3 /3 EMVCo Letter of Registration Reissuance An EMVCo Letter of Registration may be reissued on explicit request as a result of a change in:
• legal change of the Registrant name
• contact information change Disclaimer Issuance of a TSP Code alone is not sufficient for a Registrant to provide its TSP Service. In order to provide its TSP Service, the Registrant will participate in one or more Token Programmes. The Registrant needs to work with Card Issuers and potentially Payment Systems and Payment Networks to ascertain additional policy, process and participation requirements as defined in these Token Programme(s). EMVCo does not evaluate, approve or otherwise endorse TSPs. EMVCo solely maintains a list of TSP Codes. Registration Process Flow 1. TSP Code Applicant completes EMVCo Token Service Provider Code Registration Request Form and signs the EMVCo Token Service Provider Code Registration Agreement. 2. EMVCo countersigns the EMVCo Token Service Provider Code Registration Agreement and a copy is sent to the Applicant, which includes the EMVCo Token Service Provider Code Registration Request Form. 3. EMVCo reviews the EMVCo Token Service Provider Code Registration Request Form and requests any additional information (if required). 4. At the end of the review, EMVCo will approve or reject the registration request. 5. If approved, EMVCo invoices the TSP Code Applicant. 6. Upon payment of the invoice, EMVCo countersigns the EMVCo Token Service Provider Code Registration Request Form (a further copy is sent to the Registrant) and issues a Letter of Registration, which includes a TSP Code that is listed on the EMVCo website. Renewal Process Flow 1. EMVCo invoices the Registrant 90 days in advance of the renewal date, following up at 60 days and 30 days 2. If the invoice is not paid, or the Registrant requests a termination of the registration, the existing agreement will be terminated and the TSP Code will be delisted.
