EMVCo L3 Participant System Identifier (L3 PSI) Registration Request Form (New, Renewal, Contact Information Change) 1. Introduction An L3 Participant System Identifier (“L3 PSI”) is a unique two-digit code, defined and managed by EMVCo and assigned to each entity intending to define and manage their L3 test cases and associated test card images in the standardized L3 testing structure. Technically, the L3 PSI is used within an EMVCo-qualified L3 Test Tool architecture to enable identification of the L3 testing files associated with a specific Participant System. Please refer to the document “EMV® Level 3 (L3) Testing Framework Implementation Guidelines” for further details and definitions of certain terms. 1.1. Submission Process This form should be completed in full and submitted via EMVCo’s online DocuSign® process (questions to IDRegistration@emvco.com). 1.2. Prerequisites The request for obtaining an L3 PSI code allocated by EMVCo shall meet the following criteria: • The L3 PSI Code Registrant is a company, or a significant division of a parent company, which must be engaged in, or demonstrating their intent to be engaged in, Level 3 test case definitions or testing services. This includes national or regional representative organisations for these entities. If the qualification applies to a division of a larger organisation, then the L3 PSI Registrant must be from the qualifying division. 1.3. Publication The L3 PSI will be publicly published and maintained by EMVCo and are accessible from the EMVCo website. Information will be published in two separate ways: an HTML-based table and a downloadable Letter of Registration. A sample table is below, and a sample Letter of Registration can be found in Appendix B of this document. Fee Structure The Registration Fees charged by EMVCo are intended to cover the administrative expense incurred by EMVCo in managing the L3 PSI registration process. This process includes, but is not limited to: • Review of registration and applicant criteria. • Updates to the L3 PSI registration process. • Maintenance of the L3 PSI list. • Publication of the current L3 PSI list. The following EMVCo fees shall be paid to EMVCo by the applicant for the L3 PSI registration request, processing, assignment and retention management. These fees align with EMVCo’s “standard fee” structure for ‘simple’ registration services. Fee Description: Amount (USD): Payment Schedule: L3 PSI Registration, Processing & Assignment Fee: EMVCo fee associated with processing a request for registration, assignment and maintenance of an L3 PSI from an organization requesting it. $2,875 Single Payment L3 PSI Retention Fee: to maintain usage of an $860 EMVCo-assigned L3 PSI Annually Note: The fee table assumes no deductions will be made on payments to EMVCo for tax withholdings, bank fees, or other amounts (“Deductions”). If any Deductions are to be made, then the fee payable will be increased by such amount as necessary to ensure that the amounts that EMVCo actually receives, excluding taxes that EMVCo is required to collect, reflects the amounts in Copyright ©2025 EMVCo, LLC. In such case, written notice of the revised fee amount and Deductions must be given to EMVCo at least thirty (30) days before the date the payment is due, so that EMVCo can issue a revised invoice reflecting the fee and Deductions. Change in Contact Information The Registrant shall inform EMVCo if the company name, address or contact information changes. EMVCo may reissue an existing Letter of Registration on explicit request as a result of company name change, address change or contact information change. 1.6.
