EMV® Terminal Type Approval Bulletin No. 288 First Edition September 2025 PCD Level 1 LOA Validity This Bulletin describes the new rules for the PCD Level 1 Letter of Approval validity Applicability This Bulletin applies to - Contactless Terminal Level 1 Type Approval Process Related Documents - EMV Terminal Type Approval PCD Level 1 - Administrative Process - Version 3.2a January 2025. Effective Date - Immediately To Whom it May Concern, EMVCo has changed the validity period for PCD Level 1 Letters of Approval. This Type Approval Bulletin describes the new validity period for the PCD Letter of Approval for 1) New Products, 2) Associated rules for Renewals, and 3) How changes in this bulletin impact previously approved Products. Note that the Reduced Range PCD Letter of Approval validity remains unchanged. 1) New Products: - Letter of Approval validity will be 6 years 2) Renewals: If Product meets all requirements during Renewal testing: - Letter of Approval validity will be 6 years If Product is granted a Restricted Renewal: - Letter of Approval validity will be based on non-conformity impact assessment with a maximum of 4 years 3) For previously approved Products: _____________________________________________________________________________________________________ © 2025 EMVCo, LLC. Page 1 Internal a) Product previously approved with 3.2 version: Existing Product validity will be extended to 6 years (adding 2 years to the current validity). LoA will be automatically re-issued without fees. Note that this re-issuance will be managed within the next 6 months. b) Product previously approved with 3.1 version: Existing Product validity will be extended to 6 years (adding 2 years to the current validity) but LoA will not be re-issued by default. Product Provider may request to re-issue the LoA by following the LoA re-issuance process with fees. A specific pricing applies, allowing reduced cost in cased of bundled requests. Up to 10 LoAs can be reissued per “LoA re-issuance” paid fee. A reissued LoA will indicate that the “Renewal Date” has been updated to align on the 6year validity. However, an LoA for v3.1 without this indication can still be considered valid for 2 additional years past its original LoA date for a total validity period of 6 years. Note that this reissuance process may take time due to the number of LoAs. c) Product approved before 3.1 version or with restriction(s): LoA validity is not extended.
