EMV® Level 3 Testing Group (L3TG) Bulletin No. 003 Fourth Edition, October 2025 EMVCo Level 3 Test Tool Qualification Service and Participant System Identifier Registration Program Fees This Bulletin outlines all EMVCo fees associated with managing various activities related to the Level 3 test tool qualification service and Participant System Identifier Registration Program. Applicability This Bulletin applies primarily to: • EMVCo Level 3 Solutions and Service Providers, including (but not limited to): o Suppliers of Level 3 test tools o Entities performing L3 test tool qualification testing on behalf of EMVCo • L3 Participant System Identifier (PSI) Registration Programme Related Documents • EMV Level 3 (L3) Testing Framework – Test Tool Requirements Effective Date • January 1st, 2025 Description This document outlines all EMVCo fees associated with managing various activities related to the L3 Test Tool Qualification service and PSI Registration Program fees. For several year, EMVCo fees have remained flat, while we have continued to invest in various processes, and absorb certain cost increases. As such, EMVCo is now undertaking a fee increase so that we can continue to provide effective services to the market. The updated fees have been highlighted in red in this document. Level 3 Test Tool Qualification Service The Level 3 related qualification service fees described within will apply to participants in the L3 test tool qualification service. These fees are intended to cover the administrative and operational costs incurred by EMVCo in managing this service. Components of this service includes: • Reviewing Test Reports • Updating and managing L3 Test Tool qualification documentation, specifications, and Test Cases • Maintenance of the EMVCo website, including the list of confirmed L3 Test Tools, EMVCo Recognised Service Providers that can perform qualification of L3 Test Tools, EMVCo Qualified Auditors, etc. © 2021-2025 EMVCo, LLC. Page 1 Fees related to these services will apply to both: (a) Suppliers of Level 3 Test Tools, or components thereof (b) Providers of Level 3 Test Tool qualification testing services Level 3 Test Tool Qualification Fees Table 1 below details the fees that will apply to suppliers of Level 3 Test Tools, as defined in the EMVCo Level 3 documentation, or components thereof: Table 1: L3 Test Tool Supplier-related Fees Fee Description Amount (USD) Payment Schedule Initial review of a request for qualification of any single component of the L3 Test Tool USD 1,150 Single Payment Review of a subsequent request submitted for requalification, for example, in the case of a Payment System update to their L3 Test Cases. USD 1,150 Single Payment Re-issuance fee for an updated Letter of Qualification (LoQ) or Test Assessment Summary (for example, due to company or addressee name/address change). USD 500 Single Payment Note: For the fees above, an invoice will be sent to the L3 Test Tool supplier on reception of the request for qualification (except for re-issuance where there is no request form to fill). Note: Payers are responsible for any bank charges associated with remittance. Each L3 Test Tool supplier must work with its bank to ensure that EMVCo receives the full amount of the fee. The Request for Qualification will not be reviewed until complete payment has been received. Table 2 below details the fees that will apply to providers of Level 3 Test Tool qualification testing services: Table 1: L3 Test Tool Qualification Service Provider (L3 QSP) Fees Fee Description Amount Payment Schedule L3 QSP Support Fees: A per-qualification fee charged to an recognised L3 QSP, is intended to offset EMVCo's administrative and other costs associated with supporting EMVCo materials required by the L3 QSP Declined ICS Fee: A fee intended to cover EMVCo's administrative costs in handling an incorrectly submitted ICS. 15% of all fees paid to an L3 QSP by the L3 test tool supplier for L3 TT qualification testing services USD 500 Per L3 Qualification Per instance © 2021-2025 EMVCo, LLC. Page 2 L3 Participant System Identifier Registration Programme EMVCo has established a PSI allocation and management process. This process enables local payment schemes and other payment service providers, that are not full members of EMVCo, to register and obtain from EMVCo a unique 2-digit identifier that can be used with the EMVCo L3 testing construct. Local payment schemes and other payment processing providers wishing to develop and support their own L3 test cases for use on standardized L3 test tools may license the use of a PSI from EMVCo. For further information please refer to the process detailed on EMVCo's website. Prerequisites A requester of an L3 PSI must be a recognized provider of L3 testing services. This could include local payment schemes, payment processing service providers, payment service integrators, etc. Fee Structure The registration fees charged by EMVCo are intended to cover the administrative expense incurred by EMVCo in managing the L3 Participant System Identifier registration process. This process includes, but is not limited to: • Review of registration and Registrant criteria • Updates to the L3 PSI registration process • Processing of registered Registrants including Letter of Registration • Maintenance of the registered and assigned L3 PSI list • Publication of the current L3 PSI list The following registration fee shall be paid to EMVCo by the Registrant: Table 3: L3 Participant System Registration fees Fee Description Amount (USD) Payment Schedule Single payment associated with processing a request for registration and assignment of an L3 PSI from an organization requesting it. USD 2,875 Single Payment Annual payment to cover maintenance and continued usage of an EMVCo-assigned L3 PSI. USD 860 Annual Payment Note: Registrants are responsible for any bank charges associated with remittance. Each Registrant must work with its bank to ensure that EMVCo receives the full amount of the fee.
